A special three-day mobile service, jointly organized by the Land Commissioner General's Department, the Provincial Land Commissioner's Department, and Divisional Secretariats, was successfully held on April 6, 7, and 8 at the respective District Secretariat premises in Galle, Matara, and Hambantota. This initiative focused on resolving issues related to state land lease files, completing documentation requirements, and raising awareness among field officers. By directly engaging Colonization Officers and Land Officers, steps were taken to provide solutions for numerous long-standing land issues affecting the public, with the primary objective of ensuring a more systematic and efficient land administration service.

The inaugural ceremony for the presentation of “Himikama” freehold grants was successfully held on 27 February 2026 at the Korakahawewa North Central Provincial Council Auditorium in Anuradhapura, under the patronage of H.E. the President.

The “Himikama” program affirms the right of citizens to reside on their own land by granting absolute ownership to eligible beneficiaries. The event was organized and coordinated by the Land Commissioner General's Department, and marked a significant milestone in strengthening land rights for the public.

During the ceremony, 500 freehold land grants were officially distributed to individuals currently residing on state lands under grant schemes. The occasion was attended by a large gathering of distinguished guests, including public representatives, government officials, and beneficiaries.

A special discussion reviewing the progress of the Land Commissioner General's Department for the year 2025, as well as outlining the goals for 2026, was held under the patronage of Minister K.D. Lalkantha at the Department Auditorium on 19 February 2025. The session focused on the objectives the Department aims to achieve this year, with particular emphasis on initiatives such as the digitization of land records and other key priorities

A Thai Pongal celebration was held recently at the Land Commissioner General’s Department under the patronage of the Land Commissioner General, Mr. Chandana Ranaweera Arachchi. The event was organized as a vibrant and colorful festival, giving prominence to Hindu religious rituals and traditions. It served as a blessing for the New Year and provided a valuable opportunity for staff members to strengthen harmony and coexistence. The celebration also offered a refreshing change from the routine work environment, creating a memorable and meaningful experience for all participants.

The Land Commissioner General’s Department conducted a series of discussions and mobile services on 19, 20, and 21 January 2026 with the Divisional Secretaries, the Ampara Inter-Provincial Land Commissioner’s Office, and the Ampara District Secretariat in relation to the recovery of lease arrears and related land matters.

Accordingly, lease file inspections were carried out on 19 January. On 20 January, discussions were held with lessees with outstanding lease arrears, together with field inspections. On 21 January, discussions were conducted with the Ampara business community, the Ampara District Secretary, the Chairman of the Ampara District Coordination Committee, and all Divisional Secretaries of the district.

Training Program on File Management and Official Letter Writing Held at LCGD

A training program on file management and official letter writing was conducted for officers of the Head Office of the Land Commissioner General’s Department on 17 and 18 December 2025 at the Department premises.The program was conducted by Mrs. Thilanka Wettasinghe, Additional Director General of Irrigation (Administration), with the objective of enhancing officers’ skills in effective file handling and improving the quality and accuracy of official correspondence.

Program on “Himikama” Grants and e-SLIMS System Conducted in Kegalle

A program to discuss the “Himikama” initiative for providing free grants for state lands, the preparation of Himikama grants through the e-Slims system, and the issues encountered in carrying out land-related duties using the system was conducted for officers of the Land Division of the Kegalle District and Divisional Secretariats.

The program was organized by the Sabaragamuwa Provincial Land Commissioner’s Department, under the supervision of the Land Commissioner General, with the participation of resource persons from the Land Commissioner General’s Department. It was held on December 09, 2025, at the Gomaduwa Rural Development Training Center, Yatiyanthota.

A training program on discipline and leave of public officers was conducted by the Polonnaruwa Assistant Election Commissioner, Ms. Manoji Thilakshika, for the officers of the Head Office of the Land Commissioner General’s Department on 16.12.2025 at the Department.

Land Commissioner Gerneral Inspects Flood Damage at Mahiyanganaya Inter Provincial Office

Following the recent disaster that has impacted the country, the Mahiyanganaya Inter Provincial Office of the Land Commissioner General's Department sustained severe damage due to flooding.

To assess the situation and provide guidance on necessary recovery measures, the Land Commissioner General, Mr. Chandana Ranaweera Arachchi, conducted an inspection of the office on 11 December 2025. During the visit, the destruction of several crucial documents, including lease ledgers, was confirmed, and steps to replace the damaged files were discussed.

The inspection also revealed that the Mahiyanganaya circuit bungalow and the Commissioner’s quarters were submerged under approximately four feet of water. Immediate measures were planned to restore the office’s physical resources, including computers, furniture, and other essential equipment.

The Inter Provincial Land Commissioner, Mrs. M.M.K. Pushpakanthi the Assistant Land Commissioner, Mr. R.M.B.P. Ranathunga and other officials participated in the inspection. In addition, several residences of affected staff members were visited, and it was decided that priority would be given to officials whose properties were damaged when providing distress loans.

A two-day training program on the e-Slims system was held on 20 and 21 November 2025 at the Computer Unit of the Anuradhapura District Secretariat.

The program focused on submitting Land Kachcheri proposals for approval, conducting Land Kachcheri sessions, and carrying out appeal and objection investigations through the digital platform.

The initiative was organized by the Anuradhapura Inter-Provincial Land Commissioner under the guidance of the Land Commissioner General, with resource contributions from officers of the Land Commissioner General’s Department.

The training strengthened the capacity of officers serving in the Anuradhapura Inter-Provincial areas, supporting more efficient and transparent land administration through digital tools.
