State Land Information Management System

State Land Information Management System (e-Slims) was developed using information technology to enhance the efficiency of state land management. This system is being used to enter information related to state lands at the Divisional Secretariat level. It also enables the processes of issuing documents related to land distribution, revenue collection, follow-up actions on distributed lands, and supervision activities to be carried out through the system. This program, which began in 2013 with 40 Divisional Secretariats in the Western Province, was successfully expanded by the end of 2017 to operate across 332 Divisional Secretariats island-wide.

The State Land Information Management System (e-Slims) is a functional digital platform developed by the Land Commissioner General’s Department to improve the efficiency of state land administration at the divisional level through a streamlined and integrated digital process. This system enables seamless digital integration between Divisional Secretariats, Provincial and Inter-Provincial Land Commissioner’s Offices, the Department of Survey, the Land Commissioner General’s Department, and the Ministry of Lands, ensuring effective coordination and management of state land functions

Accordingly, the e-Slims facilitates the execution of key state land management functions as governed by relevant acts, ordinances, and circulars, enabling the following tasks to be carried out easily, accurately, and efficiently

  1. Disposition of State Lands in terms of the Land Development Ordinance
    • Issuance of Permits
    • Issuance of Grants
  2. Disposition of State Lands in terms of the State Lands Ordinance
    • Issuance of long term leases
    • Issuance of annual permits
    • Issuance of free grants
    • Granting state lands for departments
    • Granting state lands for local government authorities
  3. Circular No. 2008/4 and 2008/4(1)
    • Obtaining approval to conduct Land Kachcheri
    • Conducting evaluations to select eligible candidates.
    • Obtaining approval for final selections.
